GS1 sets 2027 deadline to replace UPC barcodes with 2D codes at every retail register

The 50-year UPC standard sunsets in 33 months; brands shipping into retail now face a choice between dual-label cost or early transition.

GS1, the standards body behind the Universal Product Code, has set December 31, 2027 as the mandatory switchover date for all retail point-of-sale systems to process 2D barcodes—specifically, GS1 Digital Link QR codes. According to Forbes, the Sunrise 2027 initiative ends the five-decade reign of the linear UPC barcode and requires retailers to upgrade scanners and software to read the new standard. Every brand shipping physical product into a retail channel will need to adopt the new code format or risk checkout failure after the deadline.

The GS1 Digital Link encodes the same product identifier as a UPC but embeds it inside a scannable QR code that also carries a web URL. A shopper or retailer scans the code at the register, the system reads the GTIN (Global Trade Item Number), and the transaction completes. The same code, when scanned by a consumer smartphone, resolves to a brand-controlled web page—product details, usage instructions, authenticity verification, or a registration form. One mark, two functions. The standard is URI Syntax 1.7.0, published by GS1 and already live in pilot programs at Target, Walmart, and Wegmans.

The mechanism that makes this work for physical-product brands is separation of identifier from presentation. The UPC barcode locked brands into a single, static number printed on packaging. The GS1 Digital Link keeps the GTIN but wraps it in a resolver architecture: the QR code points to a domain the brand controls, and that domain returns different content depending on who scans and when. A retailer's scanner sees only the product ID. A consumer's phone sees a landing page the brand can update without reprinting the package. Traceability, recall speed, and post-purchase engagement all improve because the same code bridges the supply chain and the end user.

Brands face a 33-month window to prepare. The smallest risk is dual labeling: printing both the old UPC and the new 2D code on every unit until retail adoption reaches full coverage. That hedge costs an extra plate in the print run and consumes package real estate. The better play is to move early and control the resolver. Here is the step-by-step for a small brand shipping into specialty retail or direct-to-consumer with occasional retail placement.

First, obtain your company prefix from GS1 if you do not already hold one. Cost is roughly $250 annual for a small business in the US, and the prefix lets you generate GTINs for each SKU. Second, generate a GS1 Digital Link URI for each product using the format `https://yourdomain.com/01/GTIN`. The `01` application identifier flags the product number. Third, convert that URI into a QR code using any compliant generator—open-source tools and SaaS platforms now support the syntax. Fourth, add the QR code to your packaging artwork in a location that clears the old UPC space or replaces it outright if your retail partners have confirmed scanner readiness. Fifth, set up the resolver: register the domain, point the product URI to a simple landing page with product name, image, and one call to action—warranty registration, size guide, or ingredient transparency. Keep it fast; mobile-first layout, under 2 seconds to load. Sixth, notify your retail buyers that your packaging is Sunrise 2027 compliant and request early scanner testing at their pilot locations.

Total incremental cost for a brand running 5,000 units annually across three SKUs: GS1 prefix $250/year, QR code generation $0 (open-source) to $30/month (SaaS with analytics), packaging plate revision $150-$400 one-time, resolver hosting $10-$50/month. The cost is front-loaded but the liability of missing the cutover is binary—your product will not scan in 2028, and no retailer will carry unscannable inventory.

The broader pattern is the collapse of the identifier-as-static-mark model. GS1 Digital Link turns every package into an editable endpoint. A brand that moves now captures 18 months of consumer interaction data before the mandate forces every competitor to follow. Early adopters control the resolver, own the post-scan experience, and avoid the Q4 2027 rush when packaging suppliers and QR vendors will be at capacity. The play is not to wait for retail to finish upgrading—it is to ship the new code today and let the retailer's timeline catch up to yours.

The takeaway
GS1 mandates 2D barcode readiness by end of 2027; brands that print the new standard now own the resolver and skip dual-label cost later.

AI assistants have quietly taken over the first step of buying — they answer from catalogs they can read and shortlist whoever can actually ship. Two questions now decide whether you exist to that buyer: can a machine read your catalog, and can you fulfill the order. Most brands fail one or both and never find out why the orders went elsewhere. The winners of this shift aren't the loudest. They're the most readable.
